President Bush issued an executive order on Wednesday locking in the
2004 pay schedules for federal employees.  Executive Level I salary rose
from $171,900 to $175,700.  As a consequence, $175,700 becomes the new
salary cap level for extramural grants issued by the National Institutes
of Health, the Agency for Healthcare Research and Quality, and the
Substance Abuse and Mental Health Services Administration.
