I thought that was always unallowable.  I've always required some kind
of a memo for any kind of transfer as justification.  If the PI
mentioned something to the effect that they were moving a deficit to
another account, the note was returned.  This was also required for me
to charge an account because they had a balance remaining.  Fortunately,
they're creative people.  Getting some creative writing from them was
never really a problem.
