If there is a deadline - then it probably isn't a program announcement
but an RFA/RFP and they must be from two different Institutes at the
NIH.

Since an RFA is reviewed "in house" at the particular Institute that
issues it, the Institutes will not be aware of any other submission.
Then, if the first one is funded, you can withdraw the second.

However, if it truly is two different program announcements and not
RFAs, why not just submit one application and request dual assignment?

I have a new investigator who wants to submit the same proposal to two
different program announcements, each with a deadline in a different NIH
review cycle.  Now, on the surface this doesn't sound good to me, but
I've had it from several unofficial sources that a new investigator can
do this.  Is this true?  If so, do you know where I can find the
official statement regarding this rule? Thanks, -Amy
