One of the policy changes that was implemented with the 12/03 NIH Grants Policy Statement included the following:

Cost Transfers:  policy now states that transfers of costs from one project to another or from one competitive segment to the next solely to cover cost overruns are unallowable.

How are other institutions handling this policy change?  It is impossible to spend exactly what the grant budget specifies without making some accounting adjustments at the end of the project period.
