I agree with the essence of Joni's warning about filling T32 slots out of convenience.  A big concern should be how an unproductive investigator's career path will impact the statistics presented for your T32 renewal.  But won't NIH's immediate perception of the appointment be based on the specifics of the case?   I can think of several cases in which a member of the "permanent staff" would be an excellent candidate for a T32.  Money is certainly tight, and will get tighter if the 15%-ile payline predictions are true.  As such, creativity may be required to keep some good people supported.

IF your specific case involves a clinician looking for some research experience, be sure to look at the K08 and K23.
