I heard an interesting distinction the other day, given by a program officer
during a grant program technical assistance conference call:  a
subcontractor provides a service or a product; a consultant provides advice.
I know you are probably looking for more detail, but this puts it in the
simplest of terms for persons who just want to know the "thumbnail"
distinction.
