Has anyone negotiated with DHHS a specific rate for use for IPAs?  The
November 17, 2003 Current developments from COGR addressed a DOD
memorandum that stated that IPAs could provide reimbursement for F&A,
but the instition must negotiate an appropriate rate with its cognizant
federal agency.  If you have begun this process, I would like to know
the basis you used for determining the rate to request.
