Senior Grants and Contracts Specialist Spaulding Rehabilitation Hospital The Senior Grants and Contracts Specialist will be responsible for post-award grants administration and accounting duties. Will be responsible for administration of basic, applied and clinical research grants and contracts. Will serve as Principal Investigator's contact for all grant and contract administration and accounting functions. * Performs all necessary post-award functions upon receipt of an award from a funding agency. This includes, but is not limited to: ensuring the award information is accurate, distributing award data to necessary parties, becoming familiar with the scope of services, terms and conditions and special reporting requirements of the grant or contract, setting up the award and financial accounts in the research and finance systems and developing internal budget. * Reviews and updates as necessary grant and contract accounts for all fiscal and administrative activity as established by the terms and conditions of the grant or contract, as well as adherence to the OMB Circular A-133 requirements; provides monthly reports showing budgeted and actual account status, including encumbrances;reviews and implements requests for the rebudgeting; reviews and approves all expense transactions to ensure that they are allowable, allocable, and applicable. * Prepares and reviews annual budgetary reports to be submitted to program sponsors for non-competing renewals. Reviews reports with Principal Investigators and submits in accordance with program sponsor deadlines. * Ensure that time and effort reports are completed by research personnel, review for accuracy and appropriate approval and that the time and effort reporting is completed in compliance with all applicable regulations; assists in monitoring personnel expenses to ensure that accurate distributions are being applied. Perform the necessary tasks to transfer personnel expenses when appropriate. * Performs and/or reviews all necessary grant related accounting functions carried out in cooperation with SRH Business Services and MGH Research Finance, including, but not limited to: budget and expense analysis, financial statement analysis, trial balances, general ledger maintenance, monthly billings, financial reporting, labor distribution changes, preparation of adjusting journal entries, cash management, financial planning, purchasing approvals, accounting reconciliations. * Performs all grant close-out functions, as required by sponsor including, but not limited to: grant and contract reconciliation/Financial Status Reports, purchase order liquidations, zeroing out budgets, final reporting and carryover of available funds. Qualifications Bachelor's degree required, preferably in Accounting, Finance or Business or Health Administration, with 2-3 year's experience in pre-award and/or post-award administration preferable. Knowledge of Federal and Non-Federal regulations and operation policies of sponsored research, including OMB Circulars A-110, A-122 and A-133, OASC-3, PHS grants policy statement, and all FARs. Strong computer skills required. Knowledge of Microsoft Excel and Word is required. Knowledge of Microsoft Access or other relational database preferred. Must have the ability to work independently in a fast paced environment with strict deadlines and be able to manage multiple priorities. Strong interpersonal and organizational skills required. Must have strong oral and written communications skills. Must have the willingness and ability to work as a member of a team.
