I suggest reducing the % effort and continuing to pay the same amount per
1% effort.  Otherwise it appears that you are paying at a RATE that varies
depending on the funding received, rather than the same rate per % effort.

Another solution, if funding allows for it, is to increase the % effort on
all remaining projects, based on the temporary availability of more %
effort available.

Still another is to find the lost % effort on other projects, assuming the
individual can actually contribute.

Consider how reduction from 100% effort will affect the individual's
benefits package.

Ain't soft funding difficult!
