Since this is an unusual, inforeseeable situation, I would contact the
funding agency to negotiate a post-award procedure for this case,
unless you already know that you have the authority to make up to
 $1000 changes.  That would be the safest solution, in my opinion.  I
doubt that there is an one-cure-fits-all solution.
