Travel advisories are usually issued by the Dept of State.  In their
report, they give information for contacting the US Embassy in-country,
phone numbers for updates and other instructions.  I highly recommend
that every foreign traveller go to the
http://travel.state.gov/travel_warnings.html#s website and check for
advisories.  The Consular Affairs office has additional information on
such things as what to expect in case of an accident, medical and health
care facilities, social warnings, etc. It would also be good to go to
the CIA website and get background country info
(http://www.cia.gov/cia/publications/factbook/index.html).

I also recommend that the first order of business upon arriving is to
physically check in with the Embassy and give them an itinerary (or send
it in advance) with contact information and a copy of their passport.
That's so they can find you and identify you  in an emergency.

As for the student, I wouldn't want him/her to go either.  Especially if
this is an extended visit.  If it is only a week, that would be OK, but
I'd want waivers, too.
