Peter,
We want to see enough to determine exactly what we are obligated for and
to determine if our budget request is appropriate and adequate for the
scope of work proposed. Sometimes, our SOW is a separate section of the
proposal and we know that that will become the SOW for the actual legal
subagreement, so that, along with our budget, suffices. When our
obligations and activities are integrated into a single project
narrative, we ask for the full proposal. Most primes just give us
their entire package, including all budgets, although if they choose not
to share their own or other second tier budgets with us, that would
generally be ok.
