All of the subawardee/subcontractor proposal. Must include Statement of
Work, Statement of Deliverables, Budget. Often includes other
documents. If statement of work is included in the Prime's proposal rather
than separately, must have at least those pages of the prime's proposal.
Basically, anything we are planning to be committed to if the prime is funded.
And often we create a "consortium letter" in OSPA (have a standard text for
most cases) making the institutional commitment to the Prime.
