The external person presumably had the study approved by the IRB of the
organization that employs them; what they need is permission to use your
facility, and one of the conditions of that permission should be (I should
think) evidence of that IRB's approval. Your institution could also, as a
condition for granting approval to use the facility, require that your own
IRB examine the protcol, consent form, etc.; the basis for this, however,
isn't the regs, but the desire to protect your employees and students.

What is your policy when an external institution or researcher wants to
conduct a research study using your institution's students (faculty,
employees, etc)? Does your IRB approve study based on the other
institution's IRB approval (assuming they had approval in advance)? If
so, what materials do you require before approving? Does it make a
difference if the study qualifies as exempt, expedited, or full board
review? If not, do you require a separate review by the IRB using your
