Ideally, the entire application should be reviewed to assess the needs
and ability of your institution and PI to deliver and perform in the
manner being proposed in the application. Also, if the application is
being submitted to a governmental sponsor, reviewing the entire
application will provide you with an opportunity to review the
requirements of that agency as well as predetermine compliance issues
related to publication, intellectual property, reporting, etc. prior to
giving your school's consent to participate.
