Molly,
I participated in the pilot testing of the Grants.gov submission system and
there were many problems with it.  I agree it can be confusing.

As I understand it, you need register with the CCR and Credential provider
only once. And you need not register everyone in the office. We registered
only our authorizing official, but provided the username and password
information to those in the office who will be submitting proposals. We also
used a generic email address that is forwarded to everyone in the office.
This procedure has been helpful in cases where the authorizing official is
out of the office. With the email sent to everyone, the issue can be
addressed, and needn't wait until his return.

Re: software...you need not purchase any new software. It is provided free
of charge by Grants.gov. You download it from the website.

The toll-free number for Grants.gov is 1-800-518-4726. Perhaps calling will
get you the answers you seek if the user guide is unclear. Hope this was
