This has happened in one of our entities and I recommended that the entity
CFO give us an "overhead rate" to plug into the grant.  Negotiations with
HHS can occur later before the award .

More often, we have a stibiations where the doctor is doing a subcontract
through another entity (university), then we negotiate the rate with the
prime.   HHS will has declined to negotiate a rate unless we are the prime.
