For those in the crowd who have NIH funding, has anyone noticed an increase in the amount of applications(primarily type 5) that seem to not get to the right place at NIH despite the fact that delivery services indicate the contrary.  Or is this just a temporary blip on our radar screen?

Apparently 3 or 4 investigators have gotten calls from their awarding institutes saying that the progress report was late and asked why.
