I am in the process of reviewing a NSF proposal, NSF 03-511, entitled:
"Informal Science Education". Something new on the subject of cost
sharing has been required of applicants, namely "leverage".  The
solicitation differentiates between leverage and cost share in that
leveraging does not require "tracking".
I am interested in hearing how this has been addressed at other
institutions.
