We have changed our procedure and no longer require the chair's signature
(but, like Heather, the chairs do sign off on all grant proposals).
Instead, I email the chair with the title of the project and the names of
the researchers upon receipt of a new application. This way the chair is
notified in time to request a look at the application and/or to send in any
objections. The application isn't slowed down by waiting for what was often
a "rubber stamped" approval. The chair is also copied on approval letters.
More work for me but the researchers are happier and the chairs haven't
objected.
