effort certification in hospital research and education

This question is directed to those organizations whose hospitals are not segregated from education and research and whose MD's are employees.
Does your effort certification system connect in some way to Medicare's quarterly time study requirement? If so, do you require all employed physicians certify effort each period (month?), or only research physicians (with non-research MDs only completing the time study)?
