The news came out through the Chronicle of Higher Education (see Tuesday,
October 21, 2003 issue for an article by Jeffrey Brainard, "Federal Agency
Says Oral History Is Not Subject to Rules on Human Research Volunteers".)
The article says that the agency has not yet officially posted the decision
as policy guidance on its Web site.
