Eleanor,

At the University of Oklahoma Norman Campus, the Executive Director,
Assistant Director, 3 Sponsored Programs Coordinators and 4 Proposal
Development Specialists have the authority to submit proposals via Fastlane.
Several others within the Office of Research Services have the access to
submit, but would only do so in a "crisis" situation.
