Education Development Center, Inc. (EDC) is an international nonprofit
organization, building bridges between research, policy, and practice. EDC
manages 325 projects in 40 countries to advance learning and healthy
development for individuals of all ages. Our work strengthens nearly every
facet of society, including early child development, K-12 education, health
promotion, workforce preparation, community development, learning
technologies, basic and adult education, institutional reform, and social
justice.  EDC's annual research volume is expected to exceed $90 million in
FY04.  Due to continuing growth EDC seeks an experienced individual to join
the Office of Sponsored Programs.  The Senior Grant and Contract
Administrator will report to the Associate Director.

Senior Grant and Contract Administrator ?? OFFICE OF SPONSORED PROGRAMS
(exempt position)

Summary: The Senior Grant and Contract Administrator acts as a primary
liaison to designated Center Directors, Project Directors, project staff
and Business Services staff in the administration of sponsored programs.

Essential Functions:

1.    Act as a primary liaison to designated Centers and/or Projects for
Business Services.

2.    Business contact with sponsors and subawardees.  With the support of
the senior OSP staff and legal, as appropriate, participate in contract
negotiations as required.

3.    Support proposal, project management and business services processes
by providing information related to proposal requirements, award terms, and
regulatory and compliance issues.

4.    In cooperation with senior OSP staff, provide analysis of proposals,
including cost proposals, awards and subawards.  Advise and assist center
and project staff on the development of proposal and project budgets as
needed.  Inform senior OSP staff of potential problems, and resolve
accordingly.

5.    Participate in drafting contracts and subawards, working closely with
legal and senior OSP staff as needed.

6.    Perform timely review, control, and oversight of all stages of awards
and subawards.

7.    Respond to requests for documentation and information from project,
center and business services staff.

8.    Participate in business and financial reviews.

9.    Work with senior OSP staff to provide regulatory analysis and
interpretation regarding procurement, travel, and employment, and make
recommendations to project and center staff as requested.

10.   Accurate and timely input and maintenance of data in EDC's systems.

11.   Develop and maintain up-to-date knowledge and expertise in funder
agencies' regulations, policies and procedures.

12.   Assist in the development and documentation of policies, procedures
and guidelines in the areas of proposal submission, award compliance and
administration, and subaward processes. Provide expertise to center
contacts and serve as resource in the implementation of changes in practice
to conform to policy as required.

13.   Perform special projects and other administrative duties as assigned

Qualifications:  Substantial prior experience in grant and contract
function. Minimum 5 years related experience and Bachelor's degree
required. Experience with USAID and international sponsors preferred.
Position may require travel.  Position requires financial expertise, as
well as excellent interpersonal and organizational skills. Demonstrated
ability to multi-task, work collaboratively in a team-oriented environment,
and generate multiple alternatives in problem solving are critical to
success in this role. Position requires excellent spreadsheet and writing
skills and facility with Microsoft Office.
