This is another instance in which the federal government sets up systems
that do not require institutional review of submissions.  HRSA has
routinely accepted written progress reports from PI's, AND USED THEM AS
APPLICATIONS FOR SUBSEQUENT NON-COMPETITIVE BUDGET YEAR AWARDS.

It is very difficult for an institution to meet its compliance requirements
when the federal government's default for an electronic research
administration process excludes the institution.

But good luck persuading an auditor of that!
