IBC Committees and compliance

Greetings from North Dakota, where the weatherman said the "s" word this
a.m. with a potential for traces tonight...but still promises us a few more
70 degree days after this week!
I have an urgent need for some info on Institutional Biosafety Committees
(IBC), and I'm hoping to gather some info via this listserve. At NDSU, our
IRB, IACUC and IBC all report to Sponsored Programs Administration
(SPA). I have 2 staff that manage these committees. Until recently, we
were also doing the initial compliance with the Select Agents rule,
although we have since requested that this be assumed by the Office of
Safety and Environmental Health (OSEH). My position is that the select
agent rule goes beyond the administrative role SPA provides to the
IBC. NDSU does not have an Institutional Compliance Officer.
I am meeting with the OSEH later this week to discuss this, and I'd like to
have some info from other institutions, as follows:
1. On your campus, to which administrative unit does your IBC report?
2. On your campus, which administrative unit has responsibility for
complying with the interim final select agents rule?
3. Does your institution have a Compliance Officer (other than the IRB,
IACUC and IBC)? To which administrative unit does this position report?
4. What are the general areas of responsibility of such a Compliance Officer?
