On-line proposal submission

Unlike the National Science Foundation FASTLANE system, many of the new
on-line proposal submission systems effectively have open access that
allows faculty to directly submit a proposal without gaining final
approval from an OSP.
While we have clear policy on proposal submission that most, if not
all, faculty follow on paper submissions, the ability to submit by
themselves on-line seems to be too tempting to ignore in some cases
Have any of you developed policy/procedures that help prevent this from
occurring?
