I've had a small one that somehow came through our Regents schedule, which is usually easier. We've been promised one that will come through Dept of Labor. They have a limit of 15% administration costs, and that's is not necessarily tied to the F & A rate. The PI and myself attended a conference presented by DOL specifically for earmark grants.
