Base salaries at academic medical centers

I'm wondering if you can help me. My question pertains to base salaries
for MDs at academic medical centers.
Our system may be somewhat unique. We pay faculty a relatively low
base salary, which they augment through clinical practice at our
University-based clinics. The clinical practice is a private,
for-profit entity that provides a separate source of income.
Traditionally, when applying for NIH grants, we use the base salary to
calculate our salary request. We want to stay within funding agency
guidlines, however we may be unnecessarily underfunding our grant
requests. Further, some faculty members view this is a disincentive;
they spend time doing research rather than earning cllinical income
My question is - What models do you use as the basis for your MD
faculty salary requests on federal grants? Thanks in advance for your
