From what I've seen so far, it will follow the rules of whichever Federal agency grants it.  I've had a small one that somehow came through our Regents schedule, which is usually easier.  We've been promised one that will come through Dept of Labor.  They have a limit of 15% administration costs, and that's is not necessarily tied to the F & A rate. The PI and myself attended a conference presented by DOL specifically for earmark grants.  The whole process is different.  I'd tell you more but we're still working on getting the program and the budget approved.  Good Luck,  Lois
