Sue,

In my limited experience, the funds come through a federal agency.  A
formal proposal usually must be submitted (what is approved through the
earmark has not been in the form of a formal proposal, so that process has
to be completed after the earmark).  We've gotten full F&A and usually in
the form of a grant instrument.
