Indirect cost rate for Institution that does not have an approved Indirect Cost Agreement Anne Habel 10 Sep 2003 14:13 EST

I would like to hear is folks have dealt with the following scenario:

A small non-profit receives a subcontract from a larger non-profit. The
small non-profit has never received federal funds directly and does not have
a negotiated indirect cost rate. The funding source of the award is federal.

My understanding is that the larger institution should negotiate an indirect
cost rate with the smaller institution. Does anyone have any experience with
this?

Any suggestions or feedback would be greatly appreciated.
