If it is a new setup, now is the time to make a decision whether you want
to treat the costs as direct or indirect.  Either can work; just be
consistent -- which means if you direct charge, charge a teaching
laboratory the same way you charge a researcher.  I've heard people say
that having a direct charge tempts people to just pour it down the drain,
but I think it is not a direct charge, but the mere bureaucracy of proper
disposal and recording of disposal, which tempts them.  So that is really
an education (and actually punish miscreants!) matter.
