I would tend to side w/ Peter on this topic.  10 months of virtually full time effort with some peaks and valleys sure makes it sound like the person is more than a individual consultant and is employed by someone else or is a principal in a company that does this sort of collaboration, i.e Bearing Point,PWC, etc.

If the person is working every day on the project and is employed by another
organization, it sounds like a subcontract with his or her employer might be
a more appropriate vehicle.  See the definition of "consultant" in the
Grants Policy Statement.
