I wanted to check with my grants manager before I sent a reply to you.  We
had a similar situation here with NSF, but it was the reverse in that we
submitted at an offsite rate and then ended up on campus.  We checked with
NSF and then proceeded in the manner I recommend to you:

We would begin charging the project at the offcampus rate at the point it
actually moves offcampus.  We would wait till the end of a month to make the
switch.  Then, it's probably easiest to establish a new account number so
you have a clean audit trail to follow, as long as your system lets you note
the previous project ID.  We would then allow the project to use the direct
cost portion of the excess indirects for ongoing project work.

It's not necessary to start charging the offcampus rate at the beginning of
the period, and I think you have a difficult time arguing that a delay to
year 3 is necessary.  Hope this helps!

We are about to begin year 2 of a three-year NSF project.  Sometime
during Year 2 (exact date not yet determined), the PI will move her lab
from our campus to a research facility owned by the feds and shared by
several federal and state agencies and IHEs.  When we applied for the
grant, we used our on-campus F&A rate.  (We do have a separate
substantially lower off-campus rate, which we are now applying to
proposals for projects that we know will be housed in the shared
facility.)

When, if at all, should we begin applying the off-campus rate the
current NSF grant--at the beginning of the Year 2 budget period in
anticipation of the move; mid-budget year when the physical move
actually takes place; at the beginning of the next budget year after the
move (beginning of Year 3); or should we not change the rate at all for
the duration of the project period?

If we do change from the on-campus to the off-campus rate during the
project period, is it necessary or advisable to set up a new grant
account for the remaining portion of the project?
