EDGAR references expanded authorities and Upward Bound is under
EDGAR.  Isn't it the university's call to give a one time no cost extension
for up to 12 months without agency prior approval?

I was told I needed to send them a letter requesting the approval and the
reason for the extension.  The reasons given by the PI were to finish up
some specific project activities AND close out the project.

I am being told by the agency rep that they will only give "approval" for a
one month NCE and that "close out" activities are not eligible for a NCE.

Can anyone with expertise on expanded authorities or Upward Bound help us
out here?
