Susan,

Looks like a simple question, but not quite if you are specifically looking
at thresholds for eligibility (which may be reading too much into your
question).  The eligibility threshold is set by the agency within specific
guidelines outlined in the CFR and by SBA.  In other words, a business
might qualify under the definition of "small business" or "small
disadvantaged business" but not meet the threshold set by the agency for
eligibility.  The definitions of minority and disadvantaged have to do with
the ownership of the business, not the threshold.  To get the information
you need, check out the following citations from the CFR.
