Hi-

Any opinions on the following would be appreciated.

Most NIH K award guidelines discuss the SUPPLEMENTATION of salaries:

"The institution may supplement the NIH salary contribution up to a level that
is consistent with the institution's salary scale; however, supplementation
may not be from Federal funds unless specifically authorized by the Federal
program from which such funds are derived.  Because the salary amount provided
by this award is based on the full-time institutional salary, no other PHS
funds may be used for salary supplementation."

K awards typically require a minimum of 75% effort.  Thus, up to 25% effort could be "devoted to clinical, teaching, or other research pursuits consistent with the objectives of the award."

Question: May a K awardee, at 75% effort, accept salary as a PI (25% effort) on another NIH grant?

NOTE that this does not violate the above prohibition against supplementation of "the NIH salary contribution".

While not mentioned in K award guidelines, the issue of SUPPLEMENTATION vs COMPENSATION seems relevant.  If so, do we need to be concerned with the nature of the work conducted in the 2nd grant?  I.e. does it help or hurt that the work to be done on the second grant is NOT strictly related to the career development umbrella of the K award?

Lastly, is it worthwhile to explore the details of NIH grant policy when the awarding institute may feel, rightly or wrongly, that they will make the final interpretation and decision?
