Charlie,

I'll jump in in the middle:  I ask the investigator to provide a two-part justification.  Part One, why they did the new thing and, Part Two, how they could afford it (what part of the budget was not used and why so that they could spend the money on the new thing).  Nine times out of ten, it makes sense when I receive it.  I also remind them to make sure they cover the change in the reports.
