NIH does not have a maximum rate. I've been told by NIH grants officers
that the rate should be reasonable, and in line with the rate the consultant
would charge to any other client.

I've had a PI ask me about maximum consultant rates on NIH grants, and I
can't seem to find a reference. I have the NSF site listing ($513/day
max.), but has anyone found or used an NIH max?
