In the process of developing a conflict of interest management plan and an
interesting question came up.

Could a conflict of interest exist if the university had a written agreement
with a PI which provided for a business that the PI is a principal in to
have first rights to a license agreement on any intellectual property
developed by that PI?

If this could be considered a potential conflict of interest, are there any
suggestions on how to manage it?
