Use of Indirect Cost Staff for Direct Cost Activities Hansen, Debra 04 Jun 2003 11:41 EST

How do your institutions handle this situation:

We have a 1.0 FTE Webmaster position that has always been accounted for 100% as an institutional resource (i.e. charged to grants via our federally approved indirect cost rate).  We are in the process of submitting a grant proposal in which the research center is budgeting for a .5 FTE dedicated Webmaster.  It is anticipated that, if funded, instead of hiring for an additional .5 FTE, this work would be absorbed by/assigned to our existing 1.0 FTE person and directly charged against the grant.

My mental dilemma is this:  We are already charging the grant our full indirect cost rate, which, when computed, included 100% of the cost for this positions time.  It seems as if we would be charging the grant twice for this person's effort for the work that he does directly benefiting this grant activity.

What policies do other institutions have in place that might allow for staff that typically function primarily in an institutional service role (i.e. charged via the indirect cost rate) to charge their time directly to a grant?

Any guidance that you can point me to, to help me sort this out would be greatly appreciated!
