RU does not have an approved "rate." We budget according to estimates
and charge actual costs. I don't see that we actually have a choice.
If actual FB costs were less than the amounts proposed, we would be
charging the sponsor higher rates than our actual costs. Although, this
sounds odd; in fact, agencies can and periodically do reduce the amount
or percentage they contribute to retirement, health insurance, etc.
