My recent history with NIH is that the amount of the award is a bottom line number. It includes both direct and indirect dollars. It is our responsibility at the institution to transition as best we can on behalf of the PI while adhering to institutional and agency policies and guidelines. We have recently transferred a few NIH grants and the award was not adjusted at all. We took the bottom line amount and "backed out" our F&A when we issued the award. So if your indirect cost rate is higher than where the PI's transferring from, the PI will have less directs to work with. For the unobligated years, F&A is assessed on the direct cost amounts previously awarded to the other institution.
