Get the Chair, and even the dean, to make the judgement that the activity
was directly related to the grant.  They have the technical knowledge to
make that decision, and should have the supervisory authority to ensure
that the faculty member plays by the rules.  And of course if there IS a
later disallowance, you can charge the department or school the disallowed
costs, because they are on record as having approved it.

NEVER make an academic management decision.  Force it on the people who
know what is happening and are responsible for managing the
situation.  That's what they are paid for.
