First, get an arrangement in place between the two institutions as to who
will be responsible for the development/commercialization of the
invention.  Recommend you base that on which institution is better prepared
to develop an invention in that field.

Then, report to all grantors.

If between the institutions you decide not to develop the invention, the
involved agencies can duke it out.

If you DO develop it, be sure ALL agencies are represented on the patent.
