NSF REU Supplement for a Subcontract

Hi Folks,
I'd like to ask your advice on a situation I've never encountered before.
My university has an NSF grant with a subcontract. This subcontractor wants to get an REU supplement, so we have to propose it, of course, and then sub it to the other school. My question: What to request for the F&A costs for both schools? (We haven't reached the $25,000 threshold for F&A on the sub.)
The NSF Program Officer says that this arrangement is viable, but one school should waive the F&A costs or else both should share the 25%.
Has anyone ever experienced this little pickle, and what did you do?
