This is a continuing thorn in the side of our faculty, as well.  We
require the following in final:  administrative sections (including
Resources), introduction section to resubmissions, lab animal and human
subjects sections.  The scientific text we know will be rewritten until
the last FedEx pickup, so we just ask for the most recent draft of that
section.  Occasionally I will sign off on an application without the
scientific section if there are reasons we just can't get it, but we
usually insist on SOMEthing, no matter how sketchy.  It admittedly is
difficult explaining why we require it without making it seem that the
faculty might be trying to pull a "fast one" but we try to be diplomatic
and explain that we are here to provide service, and we can't if we
don't have all the information.

Our faculty members are proposing that OSP forgo reviewing the narrative
section of all proposals.  We believe doing so would pose compliance and
audit risks to the University.  Any comments would be greatly
appreciated.
