When the change went into effect we started charging in accordance.  We
started using the new figures on budgets as early before the change as we
could.  We had a problem that the change of equipment value changed at the
same time as we had an F&A rate change, and so we had to be careful that we
used the previous equipment value for all continuing grants that used the
old F&A rate.
