Our position is that very little research actually qualifies for the "off
campus" rate.  When faculty say they are doing "field work and data
collection" in the Gulf of Mexico, for instance, we would not classify that
as off campus, because a great deal of University resources are involved in
most components of the project, i.e. the data collection activity, the
analysis phase, the publication phase, etc.  In fact, most university
research involves an "off campus" field component, so that definition alone
would not be enough to qualify.  So we take the position that the activity
most likely is not going to qualify as off campus, and ask them to justify
otherwise in terms of resources used elsewhere, the length of time they are
elsewhere, and sometimes the percentage of activity done elsewhere.  For
instance, a project involving some type of K-12 teacher professional
development training that will be conducted primarily at the schools would
likely qualify as off campus.

How do others define Off Campus IC rates?  If a PI states "more than 50% of
the work will be done off campus", do you just accept that as reality?  Do
you ever try to verify how much will be done off campus?  Do you ever wonder
if "off campus" is being abused?

Have you ever read a budget justification and for the life of you not been
able to figure out just WHY they are doing the work "off campus"?  Do you
ask faculty to explain what they need for the work that your campus doesn't
provide?  Do you get a satisfactory answer?
